SSR Signalling Bid
The Sub-Surface Railway lines of London Underground cover the Circle, District, Metropolitan and Hammersmith & City Lines. The Sub- Surface lines are the oldest on the network and do not run in deep tube tunnels, instead following the route of major roads using cut and cover tunneling techniques. This major portion of the tube network is due a signaling upgrade and London Underground undertook a major tendering exercise in 2010 to select their preferred supplier. Invensys Rail (now Siemens) was one of the final two bidders and used JE to head up their bid management team.
Jackman Enterprises was initially hired to assist with bid processes but this soon developed into a much larger assignment. JE made their principal Consultant available to become the bid manager responsible for all day-to-day activities associated with the compilation of this major proposal (OJEU notice states £400 to £600m). The bid team at full stretched comprised 100 engineers and commercial professionals. JE devised the overall master plan for the delivery of the project and managed the team of planners who coded it into a cohesive P6 schedule, fully cost and resource loaded to allow for earned value analysis. Other responsibilities included preparation for all pre-tender submission reviews at all levels within the Invensys organisation. When post submission discussions took place with LUL, Invensys selected Duncan Jackman to head up their negotiation team utilising best practice for pre and post meeting preparation and analysis.
Although London Underground selected the other bidder, it was subsequently to prove that they had understated the risks and programme duration and the contract was cancelled as it hit the buffers two years after award. This demonstrates the criticality of realistic planning and risk management on major infrastructure projects.
